August 2025 Board Meeting Minutes
ADDISON TOWNSHIP PUBLIC LIBRARY BOARD
MEETING Minutes Tuesday, August 19, 2025 @ 7:00 p.m.
Call to Order: The Library Board President called the meeting to order at 7:00 PM in the Addison Township Library 1400 Rochester Road, Leonard, MI 48367
Board Members Present: J.Baldiga-yes, J.Elsarelli-yes,C.Meininger-yes, J.Newby-yes, W.Pack-no, M.Szost-no
Pledge of Allegiance Most present participated
Approval of Agenda: J.Newby moved to accept the agenda,J.Baldiga 2nd. All in favor, none opposed, motion carried.
Call to Audience: Linda Meininger announced that the Friends of the Library will be hosting the Friends’ Flavor Fest, Wine Tasting, and Silent Auction on Thursday, October 23rd, 2025 at the Addison Oaks venue. On behalf of the FOL board, Linda asked James Elsarelli if he and Jennie Eller would be our emcees again this year. James Elsarelli said yes and that he would reach out to Jennie Eller. Jessica Newby was asked to donate an item to be auctioned at the event, and she agreed to do so.
Consent Agenda:
● Approval of June 17, 2025 meeting minutes
● Approval of June 2025 bills and expenses as paid
● Approval of July 2025 bills and expenses as paid
J.Elsarelli moved to accept the consent agenda with a correction to name spelling in June 17,2025 meeting minutes, J.Baldiga 2nd. Roll call vote-J.Baldiga-yes, J.Elsarelli-yes, C.Meininger-yes, J.Newby-yes; all yes, motion carried.
Financial Report:
Expenses are being paid for new building as incurred and some expenses are being reimbursed by HUD budget. Streaming services cost continues to grow. J.Baldiga moved to accept the report, J.Newby 2nd. Roll call vote-J.Baldiga-yes, J.Elsarelli-yes, C.Meininger-yes, J.Newby-yes; all yes, motion carried.
Director’s Report:
Director noted that audio books are now being streamed instead of checked out.
Director requested permission to apply for Public Library Financial Management Cohort online class but noted that the board may be responsible for any additional cost associated with the class. J.Newby moved that the director can apply for this class, J.Baldiga 2nd. Roll call vote- J.Baldiga-yes, J.Elsarelli-yes, C.Meininger-yes, J.Newby-yes, all yes, motion carried.
Director proposed changes to the library open hours, but will clarify at next meeting.
J.Baldiga moved to accept the Directors report as given, J.Newby 2nd. All approved.
Committee Reports:
New Building:
Exterior of new building continues with exterior walls and staircase expected to be installed by end of August. Engraved brick sales will end the end of August, 2025. Erection of the 4-foot by 8-foot banner still to be done. HUD money continues to reimburse costs for the new building.

Policy. Review library computer use and unattended children policy for updates: Changes proposed for “Public Notary Services” and “Unattended Children Policy”. J.Baldiga to review with Foster and Swift and review for next meeting

- Appointment of Director’s Evaluation Committee
M.Szost and C.Meininger have been appointed to this committee. Need report preferably by October meeting, Novembers meeting at the latest.
- Approval of signatories for 2025 L-4029 tax form
J.Elsarelli moved that J.Elsarelli and M.Szost act as signatories for the 2025 L-4029 tax form, J.Baldiga 2nd. All agreed; motion carried.
- 2026 operational budget review
Operational budget to be reviewed at next meeting with a 2025 calendar year vs 2026 calendar year comparison.
Public Forum: Per Linda Hodges: Flavorfest tickets to go on sale Sep 2, 2025 for the October 23, 2025 Flavorfest. The cost for a ticket is $60, the same as last year.
